<p>Although several studies have employed the technology acceptance model to examine the effect of perceived usefulness, perceived ease of use, and attitude on behavioral intention, a limited number of research investigate the impact of personal attractiveness in this relationship. This research aims to extend TAM by analyzing the effect of personal attractiveness and attitude on behavioral intention. This research used a survey approach. The data were collected through questionnaires on 45 sellers affiliated with Dagin Hub Market of Tanjungpinang. We analyzed the data using partial least square-structural equation modeling (PLS-SEM). The results show that personal attractiveness does not affect attitude, while personal attractiveness significantly affects perceived usefulness. This study contributes to TAM by highlighting the crucial role of personal attractiveness in shaping perceived usefulness. <p class="PSRAbstract"><span lang="IN">This paper explores the evolving role of the state in the context of modern governance, particularly focusing on liberal and neoliberal democracies. It begins by examining how subjectivity in interpreting phenomena is influenced by one's initial understanding of concepts, referencing Fukuyama's assertion that the ideal governance system of the 20th century was Liberal Democracy, while socialist systems failed to establish strong state orders. The paper then critiques the practical implementation of liberal democracy and neoliberalism, highlighting the persistent challenges such as terrorism, HIV spread, enduring poverty, and civil conflicts that indicate the state's failure to effectively fulfill its role. By applying this framework, the research assesses the effectiveness of liberal and neoliberal approaches in state-building and identifies the factors contributing to state weakness.Additionally, the paper provides a comprehensive review of the causes behind state inefficacy and discusses the limitations of public administration science despite various efforts to reinforce it. The analysis is divided into three main sections: the first presents an analytical framework for understanding state functions, capacities, and legitimacy; the second examines the reasons for state weakness; and the third explores international dimensions and potential solutions to address state failures. Ultimately, the paper proposes strategic recommendations to enhance state functions and capacity, offering insights into how states can better address global challenges and reinforce their roles in contemporary society.</span></p>Yoserizal Yoserizal

<p>The purpose of this study was to analyze the reporting services for foreigners at the Immigration Office Class II Non-Immigration Checkpoints (TPI) Dabo Singkep, Lingga Regency before and after the Alien Reporting Application system was established. This research method uses descriptive qualitative research with 5 (five) informants. person. Retrieval of data that has been collected which is supported by the results of interviews with the success theory approach of Rogers' Innovation. From the results of the study, it can be seen that this research has contributed to service innovation through the online stranger reporting application which has been quite successful, but when viewed from the provision of socialization on the use of the Foreigner Reporting Application (APOA) it has not been maximized and the hotel is less effective in informing the use of the Person Reporting Application Foreigners (APOA) to foreigners. <p>Penelitian ini bertujuan untuk melihat kebijakan yang diterapkan oleh pemerintah dalam mengembangkan sektor kemaritiman serta efektivitas dari kebijakan tersebut. Penelitian ini menggunakan pendekatan kualitatif. Hasil temuan menunjukan bahwa sektor kemaritiman memiliki potensi yang besar untuk menjadi salah satu sektor ekonomi yang strategis bagi Indonesia. Namun demikian, terdapat beberapa tantangan penting yang harus dihadapi dalam mengembangkan sektor ini, di antaranya adalah masalah infrastruktur, regulasi, dan pengelolaan sumber daya. Untuk mengatasi tantangan tersebut, pemerintah Indonesia telah mengeluarkan konsep dan gagasan kemaritiman yang mengedepankan pembangunan infrastruktur dan sumber daya manusia, penguatan kawasan masyarakat maritim, serta peningkatan kerjasama internasional. Selain itu, pemerintah juga telah menetapkan model implementasi kebijakan pengembangan kemaritiman yang melibatkan partisipasi aktif masyarakat, sektor swasta, serta peningkatan investasi domestik dan asing. <p>This paper discusses the concept of Human Resource Management (HRM) as the integration of management and human resource concepts. HRM differs from Personnel Management as it takes a proactive approach and encompasses a broader system, while Personnel Management is reactive and has a narrower scope. HRM views employees as social capital to be empowered and utilized to achieve organizational goals, whereas Personnel Management treats employees as variable costs and focuses on outcomes. The paper explains that HRM involves activities such as recruitment, placement, development, compensation, and termination of employees. These activities are interrelated and should be managed using management principles such as planning, organizing, controlling, motivating, and leading. Various definitions of HRM proposed by experts are also presented in the paper. These definitions include HRM as a managerial process, organizational policy, behavior control, and means to achieve goals. The paper describes HRM activities including organizational design, staffing, performance management, organizational training and development, reward systems, maintenance, and separation. Furthermore, the paper discusses the challenges of HRM in the future, with globalization being the primary challenge. Globalization influences public organizations and demands competent HRM as a key player in the global competition. Reforming public sector HRM becomes crucial to address these challenges. Finally, the paper provides an overview of the strengths, weaknesses, opportunities, and threats in HRM development, particularly in the tourism context of Penyengat Island. Collaborations between government, private sector, and community, as well as infrastructure development and spatial planning, present opportunities for further tourism development. <p>In the era of globalization, tourism is one of the most important sectors in economic development, especially the people's economy. The pattern of the Indonesian tourism order has shown a very significant change. It needs to be realized that the City Government in this case plays an important role in developing a tourist attraction and preserving cultural and historical heritage. In this case, what is meant is a strategy related to the development of the tourist object of the Pulau Penyengat Mosque in Tanjungpinang City so that it can maintain human values and shared heritage so that it can attract people to come to visit. The purpose of this research is to find out the strategy carried out by the tourism agency in tourism development, especially the Penyengat Island Mosque. The research method used in this research is descriptive qualitative. The results of this research indicate that the strategies implemented are still not optimal and the government and local community are not paying attention to the management of tourist objects. The conclusion in this study is that the planned work program has not been implemented properly and the limited human resources in managing tourism. Suggestions in this study are that the government, especially the tourism office, must re-evaluate the management and development of Tanjungpinang City tourism and increase cooperation in the tourism sector to increase the accessibility of Tanjungpinang City Tourism.</p>Liana Yuseli, Adelia Riva Elliza

<p>Public participation is defined as participation in all processes and stages of decision-making, whether manipulative or spontaneous, in preparing the public sector budget to help the government achieve financial goals and improve coordination between departments within the government. Help create efficiency and equity in providing public goods and services through a prioritization process. The research method used qualitative with literature review studies. Secondary data analysis was carried out using triangulation techniques according to the concept of performance in public budgeting. The results show that performance is supported by good cooperation between community participation and stakeholder involvement in order to create good governance in public budgeting. In addition, it is also essential to supervise, monitor, and evaluate the budget to create quality government performance. So in its implementation, public budgeting-based performance in Indonesia must prioritize increasing professionalism in providing public services so that social justice can be created in the context of the welfare of the Indonesian people in the future.</p>Lamidi Lamidi

<p>Artikel ini bertujuan untuk menganalisis implementasi kebijakan kurikulum 2013. Fokus penelitian ini adalah menjelaskan kapasitas kelembagaan para aktor yang terlibat dalam implementasi kurikulum 2013 di Kota Taneman, Kepulauan Rantau. Pendekatan studi kasus digunakan untuk menjawab permasalahan penelitian ini. Data dikumpulkan melalui wawancara terhadap guru dan kepala sekolah, pejabat di Dinas Pendidikan dan Lembaga Penjaminan Mutu Pendidikan (LPMP). Penelitian ini menemukan bahwa rendahnya kapasitas aktor-aktor pelaksana kebijakan Kurikulum 2013 telah menyulitkan pencapaian tujuan kurikulum 2013. <p>The purpose of this study is to find out how to monitor the stability of the price of basic necessities during the COVID-19 Pandemic in Pekanbaru and what are the inhibiting factors. This study used qualitative research methods. Data collection techniques were observation, interviews, and documentation. Based on the results of the study, it can be concluded that the Department of Industry, Trade, Cooperatives, Small and Medium Enterprises in Riau Province in terms of monitoring the stability of prices for basic necessities is still not optimal. This is because the implementation of these monitoring activities is still not in accordance with the implementation technical instructions that have been set.
